Abstract The upcoming IPY initiated by ISCU and WMO in 2007 will bring a series of ambitious scientific activities to polar regions. This paper discusses the background of the IPY scientific plan and introduces its five topics grouped by ICSU PG. From analyzing the topics, it is obvious that rapid change in the environment of the polar regions will be focused on by scientists around the world. IPY 2007/2008 will address an international and multi-disciplinary scientific program with intensive observations and new sensing technologies. It will offer Chinese scientists a good opportunity for international collaboration in research and expeditions with other nations.
